iCloud account creation fails on new M5 MacBook Pro and iPad

Hey. Just bought an M5 Macbook pro and currently trying to setup the icloud account (@icloud.com), but I keep getting the error message "Could Not Create Account at this time".

I have also tried sane on my IPad and I still get the same error. I am running on the latest MacOs Tahoe. And also have no associated accounts on the device since it's new. Would appreciate any guidance.
