So you are in possession of an Activation-Locked iPhone that belongs to someone else, and can't contact the true owner?
The police cannot unlock it for you. They might be able to take it off your hands, so that you are not in possession of what the owner might consider stolen property. Apple will not consider unlocking it under these circumstances, so if you cannot return it to the owner, or turn it in to the police, it will remain a "brick" forever. By design, so as to protect the interests of the true owner.
