I have this problem that I’m using a native MacOs Wallpaper as Catalina, but when I open a safari page full screen or when I lock the screen the wallpaper is blurry. I’ve tried everything and the only way that it does not happen is by using the max resolution but if I use the max res then everything is just way to small.

I have heard this before with no real understanding of the cause or the resolve.
Have you tried different wallpaper or adding in your own to compare your results...?
you can try A SafeBoot Start up your Mac in safe mode - Apple Support will sort many anomalies
Login and test. Reboot as normal and test. Caches get rebuilt automatically.
