How do I fix a frozen cursor and unresponsive touchpad on MacBook Air?

Hi all ,i have a Macbook air , am stuck at the startup like everything freezes ,my cursor not moving and when i click on touchpad the touchpad is hard like its not a clickable device... look like its lock ,what you suggest ?
