Screenshots are no longer appearing in Photos app after iOS 26.2.1 update on 10th generation iPad. They are also not in download files. I have tried with full-screen previews on and off. Any help would be appreciated.

Have you checked the Filter in Library? It's a little funnel icon:
You can use the filter to screen out the screenshots or to include them:
You should also try Collections>Media Types>Screenshots

You don't see screenshots in the Screenshots collection?
That is odd.
Tried a forced restart of the iPad:
This is different from a simple Power Off. For me, the logo appears at maybe 10 seconds after the Power Off notice.
