Screen Time passcode won't reset, try again in 60 minutes

“My Screen Time passcode won’t reset.

I’m not in Family Sharing.

Two-factor authentication is on.

When I enter my Apple ID, it doesn’t say wrong — it just exits and tells me to try again in 60 minutes.

I need the Screen Time passcode cleared.”
