Passcode Block for spotlight search suggested app downloads

I have a Iphone 11 Pro with IOS 26.2. I have have Content and Privacy Restrictions turned on and it has a Screen Time Passcode turned on, so that I cannot change any of those settings. I have Installing Apps turned off, so I do not have access to the app store. However, using spotlight search, I am still able to download apps. How do I prevent this? I need a solution that is guarded with a passcode. I am aware I can turn off "show related content" and I can turn off "suggest apps" under app store settings, but these cannot be guarded with a passcode, so they are easy to reverse. Please let me know if there is a way to turn off downloading apps from spotlight search that is guarded by a passcode.
