Can't use ApplePay on MacBook because Verification Not Available - Try again in a few minutes (Have tried again for years)

I have a CapitalOne card added to my Apple Wallet on my iPhone for a few of years. It works on the iPhone no problem. It is also added on my MacBook Pro but for a few years it has said "Verification Needed" and for a few years it has said "Verification Not Available" "Try again in a few minutes." Well, I've tried again for a few years so I don't think it is working correctly. I have removed the credit card from my wallet, from iCloud, restarted, tried adding it fresh a million times over the years.

This is a huge flaw because I spend most of my time working on my MacBook Pro and I can't complete any purchases from my computer, which is completely ridiculous. It is a MacBook Pro M1 Max running 26.2 (but it hasn't worked for several OS versions). I have followed everything that I was able to scrape up on these forums and other places online, but no fix.

So you're saying it's impossible to use Apple Pay on a MacBook if your credit card is CapitalOne?

Nope, no one said you can’t use a Capital One card. What’s being said is C1 requires verification through their C1 app and bypasses the security measures virtually every other bank in the world (that supports Apple Pay) uses. The error notifications you’ve been receiving are from C1, not Apple.

Please understand that Apple plays virtually no roll in verification of your payment methods regardless if they are issued by C1or any other bank. One of the foundational principles of Apple Pay is the security and privacy protection and benefits it offers.

The verification of your card is done solely by the issuing bank and the Payment Network Operator (PNO), Visa, Mastercard, American Express etc. Virtually all other bank that require 2FA for verification use a message through your iPhone, except C1, which requires additional verification through the C1 app.

Please contact the C1 support team for additional support with your verification challenges you’re facing.

Sorry, I was replying to the response about "C1 supports Apple Pay on the iPhone and Watch."

This I helpful. I just got off the phone after a marathon with customer service. I spoke to 4 different people during this call. The first level told me that I just needed to wait and it would resolve itself (longer than a few years I guess?). I then read her your response and got it escalated. I read your response to a couple more people that couldn't help me. Then on the 4th person that couldn't help, they took my number and said someone would have to call me back. So I don't know if it will ever get resolved, but this is insane.

When I searched through other places online and saw people with the same error, I now understand why they never got it resolved (and why I may not). Since C1 support isn't familiar with the issue you receive a lot of deflections and trying to pass the blame. Reading your response to several of them at least kept me in the game and got me to the next person.

From the posts I have seen here and on Reddit, yes. Now I don't know if that is specific to a particular Capitol One card or not, and posts are generally seen when something does not work. I don't have a Capitol One card to confirm myself, but maybe Jeff or someone else that has a Capitol One card can confirm one way or another on their experience.

The most definitive approach may be contacting Capitol One as Jeff Donald suggested. Be prepared, that first tier support may not know the answer and the go to response many times is that it is not their fault so it must be something to do with Apple (or anyone but them). Escalating an issue may be necessary if you don't get the answer you are looking for.

Capitol One supports Apple Pay on the iPhone and Watch.

When verification is required, it is done through the Capitol One app on the device and they do not make the app available for the Mac to receive the verification code. At one time they allowed verification by phone, but not any more.
