i just downloaded a new app and my iphone won't permit me to all "background app refresh" with this app I have double checked all the permissions required to ensure "background app refresh" is allowed but still no success

Correct. I once had a free metronome app that ran all night, ran down my battery and used data - goodness knows what data and sent to where!

Not all apps need it. Why it is worrying you? Many people block background refresh and most apps still work just fine.
