Gift card (anybody's) scams are not unusual. Only purchase them from retailers who keep them in a secure location or, in this case, directly from Apple itself. Unfortunately there is nothing you can do in this case.
There is no authorization for redeeming a Gift Card. It is similar to Cash where just like if it was a $20 bill, if stolen you cannot prevent someone from spending it. That is true for any Gift Card.
