iPod touch 7th Gen: iCloud T&C update screen spinning

My iPod touch 7th Gen (iOS 15.8.6) has a notification in Settings to update iCloud Terms and Conditions before I can use iCloud -- but the Continue screen just spins forever. In fact, I have full access to iCloud! So this is pretty clearly a bug. How can I clear that notification? No, reboot is not the answer. I have done that more times than I can count.

The following were uploaded from my iMac, which got them via iCloud from my iPod!!!!

Spinning cursor is barely noticeable on right... the screen is grayed-out while attempting to do whatever:

(1) my iPod would need a higher version of iOS (that is unavailable for iPod Touch of course) in order to meet the iCloud specs; and (2) the workaround is to ignore the red-circle notification. OK, then. Rampant illogic in Cupertino, but problem solved.
