I have a 5th generation iPad that will not verify the 16.7.13 update.
I would like to load a VPN to my ipad, and it will not load because it needs a 17 version update to do so.
Is there a 17 version available?

2. No. 16.7.12, 16.7.13, and any future updates to 16 are only compatible with units incapable of 17 or above.
3. You don't need a VPN unless you're part of a company or school which says otherwise.

Apple apparently pulled the 16.7.13 update for some reason. History says it will be back, but we are not Apple so can only say what we observed, not the "why" or "when."
If you web search for "16.7.13 update" you will find plenty of non-Apple sites discussing this.
Reason for VPN is out of the country, trying to get subscription TV to watch sports.
Won’t let sign on as it knows I’m not at home.
