Some of notes disappeared and I don't have iCloud backup

My notes in iPad disappeared and I don't actually sure if it because it doesn't backup on my iCloud (but I had never done any damage on iPad) or it is because of my iPhone and iPad deciding to connect the information and then merge everything from past to present and delete some of my important notes. Is there any way I could get them back or at least if I have to start paying on iCloud, will those notes be back ?
