PC iTunes Library is Empty

I have my original iTunes music on my iPhone (although it's just called "Music" now), but I no longer have the PC that had my original iTunes on it, because it died. I am now using another PC and have downloaded iTunes. If I open iTunes on the new PC, there is nothing in it. I see instructions for transferring music from my phone to my PC, but the options stated don't exist. Is this the end of iTunes?
