Need help understanding why I cannot set up Apple Business Essentials

I currently have an Apple ID with 7 devices. I want to set up Business Essentials but keep getting the error message…”cannot set up account at this time”. No where does it say why. Could someone please help,

Here are the setup requirements and procedures: Intro to Apple Business Essentials - Apple Support

If you have any added security apps, add-on VPN apps, add-on firewall apps, add-on anti-malware, Safari extensions, or other similar apps, remove all, restart, and test again.
