Sharing kids iPad photos to kids watch set up with family set up

My daughter has an iWatch (SE 2nd Gen) cellular that I set up through the family setup with my iPhone (15 ProMax). She has her own iCloud account that she uses for her iPad. The watch is logged into her iCloud account but it is not sharing her photos to the watch. When I go into her watch settings on my watch app, it only gives me the option of sharing my photos. I have shared her whole iCloud library with me but that library does not show up in the watch app (nor does a regular shared album).

Am I asking for the impossible? She just wants to send a friend some pictures and can't text them through the iPad (texting app on the other end). If she could take photos with the iPad and sync them to the watch that would work.
