Photos Library not connecting
need help with photos library. It says "updates paused, not connected to internet". I am connected but it won't sync with my phone. MacBook Air 13" 2017

How are you connected to the Internet? Are you using a cellular hotpot? iCloud Photos is syncing best when connected via Wi-Fi.
You may also want to check, if a firewall could be intercepting the connection to APple's iCloud servers, for example, Little Snitch or or similar could be blocking the iCloud syncing,
