iCloud Notes toolbar is missing on computer

The tool bar for my Notes in iCloud is missing on my computer. It only has 3 icons at the top of the screen: style, checklist and table. If I click on any of those, nothing pops up. Until recently, all of the icons were showing. Cloud is ok on my iPhone.
