Why is it that so many of my apps--even ones that I use almost every day--need to be redownloaded all the time. It's like they all go on vacation to the cloud when I need to use them. Always when I'm on airplane mode, or while standing at a cash register needing to access my coupons, or when I'm underground and need to see a subway map. How can I stop this?

Might your iPhone storage be full? Check Settings > General > iPhone Storage and never let your free space fall below 6GB.

No one here, nor at Apple is offloading your apps. sberman, is likely correct that you are running out of storage, which can force your phone to offload apps to make your phone NOT shutdown. This is something of your making, not Apples.
And Bob Timmons is correct in that this is a user to user only forum. No one from Apple will see your sarcastic comment about Steve Jobs, which is actually in poor taste.
You have posted to a user-to-user site. We are all users here.....just like you. This was explained to you in the agreement that you signed to use this site.
