Password required despite 'not required' setting

How do you turn the password requirement off on the ipad? I would settle for him just being able to put in a passcode at this point over him having to learn a password. It seems a bit redundit to have my kiddo bring me his ipad to have me (the adult) put in the password, for it to send me a notification to my phone for me to approve or deny it, and then allow it to download. Isn't that the point of asking premission to download/ purchase the app? I've looked everywhere and I can't seem to get it figured out. Any insight is helpful.
