I can not accept iCloud's new terms and conditions on iPhone 6S. What to do?

Is the screen freezing when you try to scroll down, or is the 'Agree' button just not working?
I ran into this on an older iPad recently . The only way I could get past it was to sign out of iCloud completely in Settings (tap your name at the top > Sign Out), restart the phone, and then sign back in. It forces the terms to pop up again as a fresh prompt.
Just make sure you know your password before you do it.
