UAE Cellular iPads may be restricted to UAE carriers only when purchased from a carrier under subsidy. If bought from a carrier under deep discount (subsidy), it may only activate with that carrier and only the Carrier can unlock it, though this is not that common with iPads.
Its also possible, and a bit more likely the plan the eSim has is not designed for iPads, in which case you would need to contact your selected service provider and request a service a plan and eSim for iPad specifically.
If you are using an eSim from an iPhone for instance, it will likely not work with an iPad.
Also note that iPads can't on their own make cellular calls or send SMS messages. The cellular portion is only used for internet access.

iPads are not regionally blocked.
Why do you think it's blocked?
What happens when you try to activate the eSim? Do you get an error? If so, what does it say?
Have you contacted the mobile/cellular service provider for the eSim?
Are you sure the iPad is cellular model?
Thank you for the answer!I’m sure that it’s cellular.when I use the qr code to activate, the iPad says, "esim is not supported. This esim is not compatible with your iPad.” I've already tried two mobile operators
