Scammers gained access to my Apple ID, changed the password, and switched my iPhone into Lost Mode, which locked me out of the device. I have all purchase receipts from an official reseller. How can I regain access to my iPhone?

Since they set Lost Mode on it, there is absolutely nothing you can do other than shop for a new device. Normally you could try an Activation Lock removal request, but Apple very clearly states they will not do this on a device that has Lost Mode set on it.

Don't pay the scammers anything. They might just ask for more money and there is no guarantee they will ever remove the lock.
Unfortunately, you don't.
Take it up with the police. Not that they can do much about it.
