Apple Developer Program enrollment payment keeps failing

I’ve been trying to enroll in the Apple Developer Program for about 4 months, but I’m stuck because the payment/enrollment keeps failing.

Enrollment/payment fails during the signup flow (error: [paste exact error message / code]).
Apple Developer Support asked me to resubmit enrollment using the Apple Developer app, but it still doesn’t work.

What I already tried

Different card / verified billing details

Different device (iPhone + Mac)

Different network (Wi-Fi / cellular)

Logged out/in, restarted, updated OS/app

Still fails

What I need help with

Has anyone had this issue recently?

Is there a way to reset/clear the enrollment state on Apple’s side and try again from scratch?

Any known fixes for this specific error code?

Any alternative way to complete enrollment if the app loop doesn’t resolve it?

I’m still blocked, and I need this escalated.

For the past 4 months, I’ve tried to enroll multiple times and the payment/enrollment still fails. I’ve explained this repeatedly, but I keep receiving the same “resubmit in the Apple Developer app” instructions — and that does not resolve the issue.

Please help with something concrete:

What is the exact reason the payment/enrollment fails on your side (error code / status / billing flag)?
Can you reset/clear my enrollment state so I can retry from a clean slate?
If the Apple Developer app is required, please tell me the exact steps/screens you want me to follow and what should be different this time.
If this is a billing system issue, please escalate to the appropriate billing/engineering team and confirm when it’s been escalated.

At this point, the support I’ve received has led to zero progress. I need a clear resolution path, not a repeat of the same loop.
