Control Center on iPad Air M3 only opens on Lock screen

Apple Support called me about a different issue and I mentioned this problem. Turned out that a default setting to use Control Center in other apps was turned off. The Support Advisor was surprised it was turned off on a brand new iPad.

Thanks for asking. It was weird that it only worked on the Lock Screen. I never saw this setting on my old iPad.
