After the new update, My Notes app in Macbook Pro started jumping around whenever I try to edit anything, I think there needs to be an update to either the app or the overall system. Is anyone else experiencing this issue?

Hmmm...
Are you using iCloud to sync Notes.app across devices(?)
>System Settings>Apple Account>iCloud>Notes
You can try unchecking that option and compare your results.
