iPhone unlock issue after Apple ID recovery

Help, my Apple ID recovery was completed after 30 days, I can sign in, however my other iPhone still shows “This Apple ID cannot unlock this IPhone” I believe it is a backend find my synchronisation issue but better yet, I can’t use the phone, I went from not knowing the Apple ID password to recovery and now it says it’s the wrong ID.
