How do I transfer passcodes to a new iPad?
I signed into my new ipad but my passcodes didn't move over how can I get passcodes to move over

Presumably both your old and new iPads are signed-in to iCloud with the same Apple Account (formerly known as your AppleID).
Up until iPadOS 17, you saved passcodes and account credentials were saved in your Keychain - this being accessed from iPad settings. From iPadOS 18 - and now iPadOS 26 - your account credentials have been migrated to the new Passwords App:

The Passwords App is installed by default - and should be present on one of your Home Screens, or can be accessed from your iPad's App Library:
