I’ve recently bought a new iPad and expect a 3 month free trial of Apple TV
WHEN I sign in I’m only offered 7 days

Apple's trial offers vary throughout the year. To the best of my knowledge, current AppleTV trials are limited to one week - this corresponding with your observation.
Be aware that many trials are only available to those who have not previously subscribed to the service being trialled.
My Apple TV trial lasted only 7 days instead of the expected 3 months on a new iPad
