Please define "blocked".
If the phone is carrier locked, ONLY the carrier it is locked to can unlock it for use on other networks.
If it has been blacklisted, that means it was reported to the carrier as lost or stolen.
Apple does not lock or unlock phones and is not involved in blacklisting.
