How do I recover canceled Apple Music subscription and change country?

You need cancel your subscriptions yourself.

Once they have been canceled and have expired completely, you can change your region.
click here ➜ Change your Apple Account country or region - Apple Support
Once the region change has taken effect, you can then manually re-subscribe to each subscription you had before if they are available in the new region. There is no way to automatically reactivate the subscriptions.
