"Unable to sign in to password protected wifi when setting up phone.: purchased an old iphone 5c for my daughter to listen to music, but when trying to activate it, wifi will not connect if there is a password, so i cannot get past the sign in portion. It will connect to a guest wifi with no password."

Just how new is your router? The protocols are much different, as WPA3 is of current statute. I would look at the passwords app on your own device, and see if your have the password there. Bugs may be installed, and iOS update are no longer provided for you device.

"I will reset my router and see if that works. When trying to just start up the iPhone by signing into iCloud it won’t let me login into any wifi if there is a password. When there is not one- like Walmart it will connect. However we could not complete due to not having the device that the verification code went to."
