I'm wondering if I can take a custom sound effect as an AAC .m4r file and use it for my Phone/FaceTime ringtone on MacOS?
I was able to do it with no problem on iPhone and iPad.
Using Tahoe 26.2.

Its a little older, buy from what I remember is still relevant for the most part.
Last I recall it had to me 30 seconds or less, but that could have changed by now! 👍
Ringtones are stored in:
/System/Library/PrivateFrameworks/ToneLibrary.framework/Versions/A/Resources/Ringtones/
You can get there by pasting that into Finder > Go menu > Go to folder.
You need to use GarageBand or Logic Pro to convert the ringtone you want to .m4r then place it in the folder. You should then be able to select it in Phone or FaceTime app settings.

You cannot add or remove any files from any location under /System
