How do I remove the icon that freexes the screen if touched. Update 26.2.1

Pending more information from you, perhaps the Hover Text feature has been enabled on your iPad. Many have observed that this feature has been unexpectedly enabled by the iPadOS 26 upgrade.
Hover Text is simply disabled from iPad settings:
Settings > Accessibility > [Vision] Hover Text > Hover Text - set to OFF
