Background Speech Recognition will NOT turn off, tried everything

my MacBook Pro 2019 will NOT turn off speech recognition. i have tried all of the available suggestions. i have turned off the settings; used force quit in the activity monitor; and entered the killall lines in the terminal. unless my computer is fully shut down, the speech recognition functions are constantly running in the background. my battery drains overnight from their activities. this has been happening for a really long time. it's ruining my MacBook.
