Background Speech Recognition will NOT turn off, tried everything

Login and test. Reboot as normal and test. Caches get rebuilt automatically.

How are you determining that speech recognition is what is killing your battery?

The answer might give us a clue as to what to do next.

As leroydouglas suggested, I'd start by turning Siri off, and also look at every setting in Accessibility - especially "Voice Control", make sure that is OFF.
