Need to increase storage on iCloud account closed 180 days ago

icloud storage full on one of my old iCloud accounts. I signed into it on iCloud and there was a red exclamation point so I clickrd on it and it said it was full so I bought more and it’s still saying full. I did it a few times. My account said that I was notified back in June I think for insufficient payment. My credit card dates had expired. I am working on a iPhone 14 Pro. I Chad to put in my updated credit card info which I did and it still says full.
