iPad Hotspot data usage reported while Hotspot was off

We received texts and the following email when we were not using the iPad nor was the HotSpot turned on. Cellular data was on. How could "hotspot" data have been used? Or is this just saying any data?

Your 5G Tablet with mobile number ending in 6290 has less than 10% remaining of its high-speed Mobile Hotspot allowance. Please login to My Verizon to view your usage details. Your monthly data allowance will reset on the 22nd with your next billing cycle.
