Notification Center is unresponsive after enabling Apple Intelligence on MacBook Air M4

I've enabled Apple Intelligence and my Notification Center won't work. I couldn't open it by using the two-finger gesture or clicking the time. My system language is English (UK). When I disable it, the Notification Center works again. I will use Apple Intelligence when it's more stable. Also, my Screen Time is not working at all. This is my third day using this brand-new Mac and I am so confused by the bugs. My OS version is Tahoe 26.02. Is there a place where I can report all the bugs I encounter?
