found apple on route to restore iphone11 but no further. reverts to phone unavailable etc, need to find pass code

You need to know the Apple ID and Password that was originally used on the iPhone.
If you do not know this, the phone is useless. Drop it off at the recycle center.

Check out the Vinted buyer protection, if any. You can use this thread as evidence that you have an item that is not as advertised (ie implied usability)
