Based on a quick look at the HP website and at some different models of the HP Pavillon All-in-One 27 computer I’m finding, the details are seemingly all dependent on the particular serial number, too. Put differently, display resolution and specific technical details are effectively hidden from us.
I wouldn’t be all that hopeful for this configuration, either. Whether this due to input restrictions, or due tp display resolution, or other details.

Depends on the HP all-in-one in question. I am not sure if there is just one HP computer by that name – there may be a whole line of models with widely varying features.
The illustration for this one:

shows one port labeled "(3) 1x USB-Type C 20 Gbps (DisplayPort 1.4 In/Out)" and two ports labeled "(5) HDMI-in & HDMI-out".
That suggests that It could be used as a display for another computer, although the machine has a resolution which is rather low for a 27" screen (only 1920x1080 pixels).
If that's not the one you have, I'd suggest that you find the product or Support page on HP's site that describes the capabilities of your particular model. (Some sites on the Web suggest a simple test: if your HP all-in-one PC has a single HDMI port, that implies that the port is for output only, and the AIO does not accept video input.)
if you mean can you use the HP as a display for the mini, then no.
if that is not what you are asking, what are you trying to accomplish by connecting the two the each other?
ok. well, sorry, but no. that cannot work.
If you have or get a Mac mini, then you will need an external display, keyboard and mouse.
Wanted to use the HP as a display.
