Check at Settings > Screen Time > Content & Privacy Restrictions > Content Restrictions > Web Content. This should be set to Unrestricted.

If your device is owned, managed or controlled by someone other than you, you might not be able to use Private Browsing.

I don’t see the option to open a private browser, like there is nothing there for a private browser but in my setting everything that is for a private browser is on. I’m the only person who owns my device
