FYI I am sure I had Filevault enabled since forever but recently had a logic board failure. The old logic board was on Sequoia. When the computer came back from Apple it came with Tahoe installed, and I found after I restored from TM that Filevault was disabled (unclear why). I re-enabled FV and have been getting pop-ups ever since.

Apple or Apple Authorizes Repair I would of thought the repaired Mac would have been returned with the macOS that originally shipped with the Mac. Then you upgrade from there to your preferred macOS...
Not sure what the resolve is here however.
Personally I have no state secrets, or international launch codes to have ever justified enabling FileVault. Others seem to think it is mission critical...
I do know macOS Tahoe flipped it on by default, this was new with Tahoe upgrade

Easy enough to turn it off in System Settings and compare your results— does the issue goes away(?)

For a second look you can check the status of file vault within Terminal.app copy & paste the following:
fdesetup status
if you want to disable FileVault
sudo fdesetup disable
To enable FileVault:
sudo fdesetup enable
Your data is encrypted by default independent of FileVault's add layer...
