Depends on what you mean by hard reset.

click here ➜ How to factory reset your iPhone, iPad, or iPod touch - Apple Support

or here ➜ Restart your iPhone - Apple Support

Also, Safari on an iPhone does not on its own open to a specific website. It will open either to the last page you were on if you did not close the tab or to the Favorites page. You can set which favorites appear there by selecting a folder in Settings ➜ Apps ➜ Safari ➜ Start Page Favorites.

Are you sure you are opening Safari?

Maybe you are opening a shortcut you added to your Home Screen to a specific website or a different web browser.

If you recently updated to iOS 26, the URL bar is now at the bottom and will show the address of the page Safari is currently on. You can tap on that address to type any other address.
