Numbers reacts slightly differently depending on whether the table(s) on your sheet have header rows/columns or not.

With NO header rows or columns, consider than the top-left corner of the table is fixed on the page, and any scrolling will move the entire table accordingly

With Header Rows, the top of the table is fixed on the page. As you scroll down the page, the header row will move up the screen until it reaches the top of the sheet, then the header row will 'lock' and the data rows will scroll up 'behind' it. This is so you can continue to see the column headings, even when you're at the bottom of the table

A similar system works with header columns, with left/right scrolling moving the table across, until the header rows reach the edge of the sheet, at which point they will lock and the columns will scroll behind.

In both header row/column cases, this will remain until the last row or column is scrolled off, at which point the header rows/columns will disappear (since there's no remaining data to show).

It gets a little more complicated with multiple tables on the same sheet, where each table follows its own rules for showing the header rows/columns.

Does that align with what you're seeing?
