Honestly, even if you could activate an iPhone 4, it is virtually unusable anywhere in the world. iPhone 4 was released by Apple in 2010, 16 years ago. It can't connect to most carriers anywhere in the world. Virtually no modern apps will run on an iPhone 4. It can't be supported for software updates. It can't be supported for service like battery replacements, screens or any service needs. It has NO value and wouldn't be worth spending any money on. It's a museum piece at this point.
Recycle it or use it as a paperweight.
