Publishers decide in which country to let Apple sell which version of their books, so you need to ask the publisher to add the one you want to the US store (or get it elsewhere). You read Amazon books using the Kindle app.

If you cannot find the English version of that book after your exhaustive search, then I would have to say no, it is not available. But you could contact the publisher of the book and ask them. For what it's worth, I am in the US and searched Apple Books for the title. The resulting message said it was not available in my region.

For what it's worth, it does seem to be available on Amazon.
