You can add purchased music from any source, as long as it is in a fairly standard format – like MP3, AAC, AIFF, or WAV – and does not have DRM. Or can be converted to one of those formats (e.g., by importing it from a CD).
In the case of an iPhone or iPad, you would load the music into a master music library on your Mac or Windows PC. Then you would manually synchronize a selection of that music to your iPhone.

See above. Most of the music stored on my iPhone is music that I purchased on CD and imported to a Mac, then synchronized to the phone. (A few of the songs in my library were purchased from the iTunes Store.)
