You can check if it supports Metal 3 by holding alt and clicking on the upper left corner apple logo, go into System Information and Graphics/Display in the left menu. Metal should be listed there and say Metal 2 or Metal 3. From what I remember, if you got a 2019 iMac with the Radeon GPU, it does.
Final Cut Pro is a core part of the new Apple Creator Studio, a subscription-based suite of professional creative applications launched in January 2026 for Mac and iPad. The suite also includes Logic Pro, Pixelmator Pro, Motion, Compressor, and MainStage, offering access to premium content and AI-powered features for $17.99/month.
In order to run Final Cut Pro, you need (nowadays) at least Sequoia 15.6 - and, eventually, it is likely that newer versions will require Tahoe.
For now, you can still upgrade your 2019 iMac to the latest version of Sequoia (Tahoe is not supported on this mac), and you can purchase Final Cut Pro. The upside is that this purchase will be transferable to a new mac you may get in the future. The downside, is that, while you are using this Mac, you won't be able to upgrade past Sequoia, and that in turn may limit further FCP updates (of course, we don't know if, or when, these things change, but they often have in the past).
