Books app Ventura: PDF permissions issue on iMac

books app in ventura on my 2017 iMac retina suddenly not giving me permission to open and read PDF.S Every time I hit on a PDF it says I do not have permissions? I have never touched anything to cause this. Have looked into everything not getting anywhere. It happened a couple months ago and I fixed it but do not remember what I did? any ideas
