Apple TV 4K stuck in recovery mode, remotes won't pair

My Apple TV 4K is stuck in Recovery Mode and displays three options: Reset All Settings, Restore, and Restart. None of the working remotes I’ve tried will pair with it, so I’m unable to select any of the options. I also attempted to pair it using my iPhone, but that failed as well.

The Apple TV continuously blinks a white light and remains stuck on the Recovery screen.
